While Gov. Gordon backed a modest expansion of eligibility, he stated that program requirements "will be sort of handled by our courts." His ongoing hesitation to push for broader access shows a wavering commitment to education freedom—leaving Wyoming families riding the long trail to real education freedom.

STATE LEGISLATURE:


Wyoming's legislature is characterized by slow and steady persistence, much like the process of herding cattle. While attempts to pass broader education freedom legislation have stalled, the legislature made notable progress in 2025, a larger allocation and broader eligibility are necessary for greater access. Although more work remains, Wyoming is no longer one of the last states without education freedom. 

Constitutional Issues

Wyoming's constitution contains language that appears to explicitly forbid appropriating money to individuals for educational purposes.

While state report cards are readily available on Wyoming's DOE homepage under the Data and Reporting tab, locating school-level data proves more challenging as it is housed on a separate site. Once found, school report cards are useful and contain data on enrollment, assessment, per-pupil spending, school performance, teacher quality, and school climate.

School board elections in Wyoming align with the general election cycle, empowering parents with greater influence in their decision-making due to increased voter turnout.
