Washington state is showing a growing focus on mastery-based learning, supported by the State Board of Education's provision of resources and guidance for districts to adopt mastery-based crediting. Additionally, high school students can earn college credits through dual enrollment programs, and CTE programs resources are also provided to schools and students.
Transformational Learning Opportunities:
Virtual & Online Schooling: While Washington has no state virtual school, there are 32 multi-district and 112 single district fully online school programs. A combination of districts, private providers, and consortia manage online programs, with some providing both part-time and full-time online options. The state provides a list of approved online providers; every district follows their own online learning policy. In 2021-22, over 12,000 students were enrolled in a multi-district full-time school. Highline Public Schools, Lake Washington School District, Spokane Public School District, and West Valley School District #208 are all members of the Digital Promise League of Innovative Schools. Collectively, these districts give over 80,000 students access to digital learning opportunities. The League of Innovative Schools is a network of school leaders in 114 districts in 34 states that aim to enhance and scale digital learning opportunities for students across the nation. Digital Learning Resources: The K-12 Educational Network is a high speed network connecting K-12 school districts, higher education institutions and libraries across the state. Computer 4 Kids is a program that by law allows public schools in the state to receive donated state-owned refurbished computers and technology. Curious about your district’s internet access? ConnectK-12 provides state- and district-specific information on access to the recommended bandwidth speeds and monthly internet costs. Career & Technical and/or Work-based Education: CTE programs contribute to local middle and high school initiatives, offering 21st-century academic and technical skills to all students. Personalized, Competency- and/or Mastery-based Learning: In 2019, legislation established the Mastery-based Learning Work Group with the mandate to pinpoint obstacles to mastery-based learning and explore avenues for enhancing student access to pertinent and comprehensive mastery-based academic pathways aligned with individual career and postsecondary aspirations. The Mastery Based Learning Collaborative comprises schools throughout Washington state dedicated to emphasizing mastery-based learning, also known as competency-based education, and culturally responsive-sustaining practices. These schools prioritize educational equity as their guiding value.
