First Term Began in 2025 (No Term Limit)
The Granite State continues to be an Education Freedom state with newly elected Kelly Ayotte now poised and ready to build on her predecessor’s expansion of Education Freedom Accounts. Ayotte has expressed her strong support for providing universal choice, supporting parental rights, and expanding CTE programs in advanced automotive and marine manufacturing. Despite several “Parent Bills of Rights” failing to pass the legislature last year, Ayotte is clearly committed to parent power in the Granite State.
STATE LEGISLATURE:
The Republican controlled legislature has worked with the Governor to produce small wins for parent power in New Hampshire. There is still a strong push to enact even more expansions to existing programs prior to the election season.
Constitutional Issues

"It is well established within New Hampshire case law that tax exemptions aimed at promoting education for all New Hampshire citizens but incidentally affecting religious institutions are constitutionally acceptable. The New Hampshire Supreme Court has not ruled on the constitutionality of vouchers under its Blaine Amendment, but it did suggest in a 1992 advisory opinion that they would violate the Blaine Amendment." Transparency

School report cards are accessible from New Hampshire’s Department of Education homepage, under “Data Reports → iReport.” Reports are clear, up-to-date, and provide both academic and non- academic information. However, the data is two years old and therefore not as helpful as current data would be.
Educational options are easily found on the main page under “Education Pathways,” including direct link to the state’s Education Savings Account, which boosts transparency in the state.
School Board elections in New Hampshire occur separately from the general election cycle, often resulting in reduced parental influence and a diminished ability to make their voices heard due to lower voter turnout.
