Iowa is a leader in competency-based learning, providing schools with the flexibility, support, and resources to implement programming that measures student progress based on demonstrating mastery of standards and not just seat time. The state also supports dual enrollment and CTE programming, where students can obtain a “Area of Concentration Diplomas” specific to CTE areas of study. Innovation schools are allowable under law.
Virtual & Online Schooling: The state provides an approved list of 20 online public schools and private providers of online courses. Iowa Online AP Academy provides middle and high school students with AP courses. The Iowa City Community School District is a member of Digital Promise League of Innovative Schools. The League of Innovative Schools is a national network of school leaders in 150 districts in 38 states that aim to enhance and scale digital learning opportunities for students across the nation. Digital Learning Resources: In 2021, Iowa launched its e-Learning Central, which serves as an online tool for open-resources and a district course exchange program, among other things. Curious about your district’s internet access? ConnectK-12 provides state- and district-specific information on access to the recommended bandwidth speeds and monthly internet costs. Career & Technical and/or Work-based Education: Under statute, Iowa allows schools to offer work-based learning and students can earn credits towards graduation for these activities. By the end of 2025, Iowa aims for 70% of the workforce to have education or training beyond high school to meet evolving industry needs. Future Ready Iowa has resulted in various legislation, such as the Iowa Clearinghouse for WorkBased Learning, which connects students and employers using virtual work-based learning projects. Personalized, Competency- and/or Mastery-based Learning: In 2013, Iowa approved competency-based education and provided funding for grants to be used by participating districts. A bill also created a Competency-based Education Task Force. During the four-year pilot period, The Center - designed to collaboratively build Iowa’s learner-centered future - created guidelines, district action planning, resources, and a glossary of terms for personalized learning. Although promising, unfortunately the grant is no longer active. Innovation Schools, Zones, and/or Districts: State code allows Innovation Zone Schools, which functions like a charter school. It is unclear if there are any innovation zones/schools currently operating in the state. The Senior Year Plus Program, established under Iowa Code § 261E.1, enables high school students to engage in a variety of educational opportunities. These options include Advanced Placement and dual enrollment courses, regional and career academies, as well as internet-based college courses.
