Parents here are an active lot, but the legislature has often rebuffed parent desires to preserve or expand their choices. Case and point: the recent demise of the state’s only opportunity scholarship program in Douglas county. Fortunately, Colorado has a strong charter law and some of its schools are on the forefront of innovative and personalized learning options. The citizens of Colorado get to vote in school board elections when they go to the polls for other races. That earns the Centennial State some points on our index, but Colorado has work to do if it wants to empower parents to the extent that our top-peformers do.
