Florida has three school choice programs. The Gardiner Scholarship program provides an educational savings account to families of students with disabilities. Students with disabilities are also served by the John M McKay Scholarship program which provides vouchers for them to attend private schools. The Florida tax credit scholarship program serves students from low income households.

Charter Schools Score: 82%
Florida has a very strong charter school law with one exception, the only entities that can authorize charter schools are school districts. While Florida’s law grants charter schools’ large amounts of autonomy from their authorizer the reliance on districts has hampered what otherwise would be a phenomenal charter sector.
Online Learning Score: 95%
Florida is home to the most online learners than any other state and Florida Virtual School (FLVS) is the nation’s largest public online course provider. Florida has made great strides in creating policies to support online and blended learning earning the second-highest ranking in online learning. During the past legislative session, Florida passed several key pieces of legislation relating to digital learning. Among those, SB 1514 increased flexibility in enrolling in virtual courses, clarified the reporting and funding processes, and supported the study of students’ technology needs.
